We need someone to do part time human resource services at our business

We are a small brewery that needs about 10 to 20 hours per week of help with human resources issues. Setting up performance reviews, keeping our employee manual up to date, help with OSHA compliance. Setting up job interview questions. Consulting on random employee relations and problems.
Since I'm new to this website and don't quite understand the format, I feel the need to clarify: Ideally we are looking to outsource these duties. We have an offer from an HR firm in Billings and were looking for one in Missoula. We are not looking to hire an additional employee at this time although that may change.
